The City of Bozeman, Downtown Bozeman Partnership, and Gender Equality Montana are excited to announce a call for art from local artists and LGBTQ+ community to design and paint curb &ldquo;bulbouts&rdquo; in downtown Bozeman. Intersection(al) Art Project

The City of Bozeman is enhancing our historic preservation program with an emphasis on people, stories, and landmarks. 

Bozeman Landmark Program

West Babcock Street from 19th Ave to 15th Ave is missing pedestrian and bike facilities, has capacity limitations, and has an aging surfacing. The City plans to address this issue by reconstructing the roadway including adding turn lanes, pedestrian facilities, and bike facilities. Before construction starts, we&#39;re interested in hearing from the community about their preference for the design of the project, especially as it relates to lane configuration, bike facilities, and pedestrian facilities. We hope that through this engagement we will create a project that results in a better roadway for all.Once a design plan is finalized later this year, we anticipate choosing a contractor for the work in 2025 and potentially starting construction in 2026.Learn more about the work to come on this page and sign up for updates on the right to stay on top of any changes. <h2>Introduction</h2>The Black Avenue Boulevard Pilot Project aims to create a comfortable and inviting facility to accommodate non-motorized users of all skill and comfort levels. The project will utilize temporary solutions to help test effectiveness and impacts prior to permanent changes being made.<h2>What is a Bicycle Boulevard?</h2>Bicycle Boulevards are streets that are comfortable for most bicyclists to ride on due to low motorized traffic volumes and speeds. They are designed to give bicycle travel priority. Bicycle boulevards are designated with signs, pavement markings, and wayfinding elements. Additionally, they create safe, convenient bicycle crossings of busy arterial streets. If necessary, they can also employ speed or volume management techniques to keep them comfortable for bicyclists by reducing speeds and cut-through traffic.<h2>Why Black Avenue?</h2>Black Avenue is an ideal candidate for a bicycle boulevard. This street provides direct connections to multiple non-motorized areas such as the Gallatin County Fairgrounds, Beall Park, Downtown, the Gallagator Trail, and the College Street connection to Montana State University. The roadway was prioritized by the City as a pilot project to help inform potential design solutions for bicycle boulevards across the City.<h2>What are the goals of the pilot project?</h2>The main goal of the pilot project is to test potential treatments on a temporary basis and to gather data and feedback prior to more permanent solutions being identified. The intent of the project is to provide a more comfortable and inviting roadway corridor for all occupants, including bicyclists, pedestrians, residents, children, and those that use the street on a regular basis. Studies have shown the bicycle boulevards are most effective and attractive when vehicle speeds and traffic volumes are low.

Black Avenue Bike Boulevard Pilot Project

We're looking at areas in the city where bicycle and pedestrian paths have connectivity problems. Closing these gaps became a key focus to improve infrastructure to provide a more connected and safe system for active transportation and mobility in the community.City staff regularly use mapping tools and adopted plans to identify where connectivity is missing between facilities. However, these tools and plans are now outdated so staff have recognized the need for a more robust mapping effort and prioritization tool.The City Commission and City Staff are committed to prioritizing active transportation facilities in the community. We aim to close gaps so residents can easily reach workplaces, essential services, schools, parks, and other places. Recent plans like the Climate Action Plan and the Parks, Recreation, and Active Transportation Plan (PRAT) have also supported improving connectivity and closing the gaps throughout the community.The Consultant team and City staff are working together on this project with four major steps in the coming months:Identify Physical Gaps in our bicycle and pedestrian network: Utilize a robust mapping effort and updates to the City's geographic information system (GIS) database to get a clear snapshot of the existing active transportation infrastructure in our city. This step includes defining a gap is in our community. See below for more information on the types of gaps already identified.Create an Analysis Tool: Develop a data-driven tool to rank bicycle and pedestrian infrastructure projects based on local needs and criteria. Develop a Master List: Make a list of prioritized projects for the next five years, by facility type (i.e. sidewalks, shared-use paths, bicycle lanes, and crossings at key streets). Write a Report: Summarize the project approach, provide guidance on a project weighting system, and share best practices.In the coming weeks and months, the community will have multiple ways to be a part of the outreach and engagement effort. Through this website, the community will be able to access information, provide comments and ask questions. In addition, there will be several opportunities for public engagement, including public meetings and open houses.

During this phase, the project team focused on understanding existing conditions along the corridor, including environmental and traffic analyses, gathering input from the community on design elements, and estimating potential costs. By August of 2022, the project team provided a final Pre-Design Report and conducted a work session on the next steps for the project with the Transportation Advisory Board and the City Commission. After hearing a summary of community input and the traffic and environmental analyses, City Commission directed staff to move into the design phase of the project. </div><div class="OutlineElement Ltr SCXW66355065 BCX0">Based on pre-design comments, analysis, and City Commission direction, the project team has moved into the design phase of the project. During this phase, a thirty percent (30%) design has been developed and the project team is ready to share it with the community. <h1>Introduction</h1>The City of Bozeman is developing a Stormwater Facilities Plan update to improve existing stormwater policies, plan future capital infrastructure investments, and improve collaboration with other City projects. The need for an updated Stormwater Facilities Plan is in response to rapid community growth, evolving regulations, changing industry best practices, and acquired storm sewer system information. The updated Stormwater Facilities Plan will help ensure the Stormwater Division continues to protect public safety, improve water quality, and comply with state and federal regulations.<h1>Project Goals</h1>The goals of an updated Stormwater Facilities Plan include:<ul><li>Update and improve stormwater post-construction policies,</li><li>Plan future water quality improvement projects,</li><li>Plan future flood control infrastructure projects,</li><li>Offer state and federal regulatory compliance guidance,</li><li>Identify future staffing needs, and</li><li>Provide Stormwater Utility funding recommendations.</li></ul>
