Building our Future Together - Development Code Update

The City of Bozeman, Downtown Bozeman Partnership, and Gender Equality Montana are excited to announce a call for art from local artists and LGBTQ+ community to design and paint curb &ldquo;bulbouts&rdquo; in downtown Bozeman. Intersection(al) Art Project

The City of Bozeman is developing our region&#39;s first Equity &amp; Inclusion Plan! With your input, this plan will guide policy, programs, and partnerships to help us create a Bozeman where everyone belongs.Our goal is to ensure that all residents, visitors, and City of Bozeman employees can thrive regardless of their race, identity, or life circumstance.The plan will be guided by the City&rsquo;s Equity Indicators Project that identified gaps in our community related to basic needs like housing, healthcare, economic security, and education. We found that not everyone has equal access to the opportunities or resources they need in order to thrive.In order to address these gaps, we need to coordinate ongoing data collection, co-create a shared vision and desired outcomes, and develop actions and strategies to achieve those outcomes.Some of the actions and strategies in the plan will be the responsibility of the City of Bozeman. Belonging in Bozeman - Equity & Inclusion Plan

The Black Avenue Boulevard Pilot Project aims to create a comfortable and inviting facility to accommodate non-motorized users of all skill and comfort levels. The project will utilize temporary solutions to help test effectiveness and impacts prior to permanent changes being made.What is a Bicycle Boulevard?Bicycle Boulevards are streets that are comfortable for most bicyclists to ride on due to low motorized traffic volumes and speeds. They are designed to give bicycle travel priority. Bicycle boulevards are designated with signs, pavement markings, and wayfinding elements. Additionally, they create safe, convenient bicycle crossings of busy arterial streets. If necessary, they can also employ speed or volume management techniques to keep them comfortable for bicyclists by reducing speeds and cut-through traffic.Why Black Avenue?Black Avenue is an ideal candidate for a bicycle boulevard. This street provides direct connections to multiple non-motorized areas such as the Gallatin County Fairgrounds, Beall Park, Downtown, the Gallagator Trail, and the College Street connection to Montana State University. The roadway was prioritized by the City as a pilot project to help inform potential design solutions for bicycle boulevards across the City.What are the goals of the pilot project?The main goal of the pilot project is to test potential treatments on a temporary basis and to gather data and feedback prior to more permanent solutions being identified. The intent of the project is to provide a more comfortable and inviting roadway corridor for all occupants, including bicyclists, pedestrians, residents, children, and those that use the street on a regular basis. Studies have shown the bicycle boulevards are most effective and attractive when vehicle speeds and traffic volumes are low.When will the pilot project be installed?The pilot project will be installed in late summer 2023. The temporary treatments are intended to be in place through the fall and will be removed prior to snowfall. Public outreach will occur this fall to gather feedback on the treatments. The effectiveness of the pilot project will help determine if future permanent solutions are installed. No date is currently set for any future construction.

Black Avenue Bike Boulevard Pilot Project

In December of 2021, the City Commission adopted their priorities via <a href="https://weblink.bozeman.net/WebLink/DocView.aspx?id=258536&dbid=0&repo=BOZEMAN&cr=1" target="_blank">Resolution 5368</a> for the following two years. One of the identified priorities was as follows:&quot;Model HOA Covenants - Establish model home owners association covenants that encourage water conservation, neighborhood and community connectivity, accessory dwelling units, child care, drought tolerant landscaping, composting, local food, recycling and energy efficiency.&quot;Staff got to work! On November 15, 2022 the City Commission held a work session on model POA / HOA covenants. Staff from multiple departments submitted recommendations based on their expertise. Recommendations were provided and organized via problem and solution statements with City goals as guiding themes. The outcome of this effort will be draft language that can be easily accessed and included in new or existing covenants. The language will be informed by public input, guided by community goals, and supported by the City Commission. Covenants are formal agreements between private parties, and as such, the City does not enforce covenants between private parties, nor will the City mandate HOAs and POAs adopt the model language.

Model HOA / POA Covenants Project

The City of Bozeman, county and state government, and non-profit organizations are working together to protect important wildlife habitat, landscapes, and natural systems throughout the Gallatin Valley. The Sensitive Lands Protection Plan will include recommendations and actions to help coordinate these efforts as we grow.

Parks, Recreation & Active Transportation Plan

The Montana Department of Transportation (MDT) and the City of Bozeman, in cooperation with Montana State University (MSU), the Museum of the Rockies, and other stakeholders, have initiated a project to reconstruct Kagy Boulevard from South 19th Avenue to Willson Avenue.The Kagy Blvd &ndash; S. 19th to Wilson project will correct the existing deficiencies in the corridor. Proposed improvements include the addition of sidewalks, high-quality bicycle infrastructure, and lighting where none currently exists and improved upon in the areas where they do. Intersections will be reconstructed with enhanced safety features and pavement will be fully replaced for the first time in the history of Kagy Boulevard. Kagy Blvd - S 19th to Willson

Bozeman residents are active members of their community. As our city grows, so does the number of people utilizing the public library, pools, and recreation programs.The City of Bozeman is developing plans to meet our community&rsquo;s growing need for an Aquatics, Recreation, and Library center where people of all ages and abilities can learn, play, and connect. This new facility will provide better access for all to the resources, facilities, and activities that keep us healthy, curious, and connected.Help us shape what the space looks like by sharing your input on what matters most to you. Over the next 4 months (January-April 2023), the City will be consulting and involving Bozeman residents and community groups to prioritize needs and values for this new community center. Based on your input, the City of Bozeman, ThinkOne, and Anderson Mason Dale Architects will develop concept designs and an overall budget estimate for the project.
