Phase 1 Recap and Phase 2 Next Steps

Thank you to all who have spent time talking to us about the Fowler Community Housing project. We’ve spent the past few months listening to perspectives and are happy to share a summary of what we heard in Phase 1 of the consensus process. Check out the summary report in the Key Documents section of this page.

We’ve learned a lot in these conversations and, as a result, are ready to proceed to Phase 2 with some clear sideboards of what we’ll be discussing and how we’re moving forward. Here is where we landed as a result of Phase 1 conversations:

1. City staff are pursuing a below-market housing project targeting middle-income residents (110% to 150% AMI earners) who have been priced out of the current housing market.
2. We will not be pursuing a 4- or 5- story development.

Here are some examples of what has NOT been decided and where future conversations may focus on:

Phase 2 will involve gathering key participants representing a variety of views and experiences from Phase 1 and having listening sessions where all participants can hear from one another as we discuss key topics. We are looking at gathering three groups of 8-10 people. You will be notified in the coming weeks if you are selected to move forward to Phase 2. As a reminder, City Commissioners have the ultimate decision-making authority around land use, but Commissioners are heavily invested in this process and will be participating in Phase 2 as listeners. Once Phase 2 is complete, we will look to enter Phase 3 as necessary, which requires further design workshops with participants.
