The City of Bozeman was recently designated as an “Entitlement Jurisdiction” by the U.S. Department of Housing and Urban Development (HUD), meaning the City is now eligible to receive direct federal funding from the Community Development Block Grant (CDBG) program. These funds can help address several needs in Bozeman, including but not limited to:

  1. Infrastructure;
  2. Economic development projects;
  3. Public facilities installation;
  4. Community centers;
  5. Housing rehabilitation;
  6. Public services (e.g., increased access to mental health services, food access)
  7. Clearance/acquisition;
  8. Microenterprise assistance; and
  9. Homeowner assistance.

Before receiving these funds, the City of Bozeman must put together a Consolidated Housing Plan, which is a HUD-required document that requires the City to assess its affordable housing and community development needs and make data-driven, outcome-based investment decisions.

Additionally, the City strives to ensure the provision of fair housing throughout the community. As a recipient of federal funding, the City of Bozeman must affirmatively further fair housing by taking meaningful actions to overcome patterns of segregation, promote fair housing choice, eliminate disparities in opportunities, and foster inclusive communities free from discrimination. Federal and state fair housing laws prohibit discriminatory practices in any industry-related business or transaction that may affect the ability of protected class members to secure housing and live in the housing of their choice.

In addition to the Consolidated Plan, the City will also be developing a Fair Housing Plan, which will identify how needs differ for different community members, how current City policies and programs can better meet community needs, and where barriers to fair housing choice exist.

    The City of Bozeman is updating its Year Two Annual Housing Action Plan, part of the City’s larger Consolidated Plan that supports the administration of the Community Development Block Grant (CDBG) fund. The CDBG Entitlement Program provides annual grants on a formula basis to entitled cities to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, especially for those with low- to moderate-incomes.

    A public hearing will be held on Tuesday, July 15, 2025, at 6:00 PM in the City Commission Room at City Hall (121 N. Rouse Ave.), with the option to join online. The link will be posted at bozeman.net/meetings.

    You’re invited to review the plan and share your input from June 14 to July 15. Here’s how:

    • Email comments to: comments@bozeman.net
    • Mail written input to: City Clerk, PO Box 1230, Bozeman, MT 59771
    • Drop off in person at: 121 N. Rouse Ave., Bozeman, MT

    A draft of the Annual Plan is available on the City’s website, and printed or emailed copies are available by request. After public input, the City Commission will vote to adopt the final plan in August and submit it to the U.S. Department of Housing and Urban Development (HUD).

    On July 23, City Commissioners voted to adopt the Consolidated Plan and Fair Housing Equity Plan with an amendment to allocate 50K to the unhoused. The plan is scheduled to be officially adopted on Tuesday, August 6 at the City Commission Meeting.

    The draft Consolidated Plan and Fair Housing Equity Plan are now ready for public review.

    Public comment on each plan is encouraged to ensure we are adequately describing and reflecting the needs and priorities of our community. You can comment with any thoughts or suggestions you have by attending the public hearing at City Commission on July 23 at City Hall (121 N Rouse Ave), or you can email your comment ahead of time at comments@bozeman.net.

    We added a few more dates to our calendar for this project: a public hearing with Economic Vitality Board on June 5 and a public hearing with City Commission on July 23. We also added our slide deck from the April City Commission meeting and will continue sharing any materials we create with you all.

    We hope to have a draft plan ready to react to in June or July. Thanks for following along with this project!

    This survey is a major component of both the Consolidated Housing Plan and the Fair Housing Plan to thoroughly assess housing and community development challenges facing Bozeman residents. The study team will analyze data from a variety of sources about our community—but hearing from residents provides real-time information on housing, neighborhood, and community needs. Participating in the survey is a great way for Bozeman residents to identify the challenges most impacting their households and suggest solutions about how the City should address those issues.
