This project is all about implementing the vision and goals established in our city’s guiding documents such as the 2020 Community Plan (aka Growth Policy), the Climate Plan, and strategic priorities like affordable housing.
These broad visions, goals, and priorities are implemented through the Unified Development Code or “UDC” or “the code.” The UDC sets forth regulations around what kinds of development can occur in which areas through development standards and zoning districts.
The goal for this engagement effort is to consult the community on how to improve usability of the UDC and how the regulations in the UDC can help us accommodate growth while meeting community goals in our Community Plan, Climate Plan and others.
Throughout the project residents, developers, builders, and the community at large will be consulted on specific topics relevant to how different people interact with the code. Specific focus areas will be:
Formatting, organization of the UDC
Zoning Districts
Sustainability
Parking
Transportation

How to share your feedback on the draft code

The public review process includes the presentation and discussion of the draft code to the Community Development Board and City Commission in a series of public meetings and public hearings.
From this point on, your input can be shared directly with these decision makers. The Community Development Board has the authority to act as the city's Zoning Commission and Planning Board. The final decision maker on the UDC is the City Commission after they consider recommendations from the Community Development Board and your public comment.
Submit public comment by emailing agenda@bozeman.net or attending a meeting virtually or in person to provide your comment in real time. All of the information and meeting details for upcoming Community Development Board and City Commission meetings are at bozeman.net/meetings.

Join the City of Bozeman Community Development staff and the Code Studio project team at an upcoming Open House to get acquainted with the proposed layout, new zoning districts & map, transition standards, as well as the upcoming adoption process and schedule.

The code adoption process will formally begin next month with a public hearing by the Community Development Board, followed by the City Commission, with meeting dates available on the city's website. The project team will poste information about those meetings on the project website as well, so be sure to check back often.

Please note that while questions submitted via this Engage.Bozeman site will be monitored, these questions will not be considered official public comment.

This report, available as a pdf at the link below, analyzes the hundreds of comments received at in-person and virtual engagement opportunities throughout the fall of 2022 and spring of 2023.

The draft updated UDC will be released for public review in early August, with multiple public sessions scheduled throughout the summer and fall. After a period of public review, the formal adoption process will begin in September, with the goal of adopting the updated code before the end of the year. Links to virtual meetings and information about in-person sessions will be posted on this site in advance, so be sure to check back here often. Thank you for staying involved!

While the UDC online engagement surveys are now closed, the project team will stay busy analyzing responses and continuing to draft the code - and you can continue to provide your input and participate in the process.
The project team aims to have a draft of the updated UDC released for public review in July. At that point, the City Commission, advisory boards, and members of the public will have the opportunity to review the draft code and engagement summary, and provide guidance to the project team as they refine their work.
The adoption process will take place over the summer and fall of this year, and will include multiple Code Connect webinars, public meetings of the Commission and advisory boards, plus an open house in August to kick off the next phase of the UDC update. The formal review and adoption process at the advisory boards and City Commission will begin in September/October, with the goal of reaching adoption before the end of the year.
Continue to check back on this page often for notice of these meetings, engagement events, and to review the draft code.

As part of the ongoing Development Code Update, we are continuing to gather community input on the topics that City Commission has provided broad direction on. Check out the pamphlets at bozeman-code.net and provide feedback on the topics that matter most to you - including those shown above and more!
We're also looking to hear from folks who live in apartment buildings about private outdoor spaces. The City requires developers to provide individual or shared areas so apartment residents have a place to recreate or relax. These spaces come in a number of configurations and may include a porch, balcony, gym, playground, or other common space inside or outside. Share you thoughts in the survey (external link)!
Your input will help inform the draft code that addresses each topic. Code drafts will then be considered again by the Community Development Board and City Commission throughout the spring and summer as we move toward adoption of the UDC at the end of the year.

Building our Future Together - Development Code Update has finished this stageIn Phase 2 of the project the team will conduct engagement with stakeholders throughout Bozeman, including the general public, the development and design communities, and through several topic-focused work sessions with the City Commission. This engagement will inform proposed changes to the code.

Phase 3: Code Drafting (Winter 2022 - Summer 2023)
Building our Future Together - Development Code Update has finished this stageThe project's third phase involves the project team synthesizing public engagement received in Phase 2 with direction from the City Commission, to reorganize the existing UDC and draft new regulations as needed. This phase will end with a legal review of the updated UDC, a period for public review and comment on the draft changes to the UDC, and a final adoption-ready draft.

Phase 4: Public Review (Oct 2024)
Building our Future Together - Development Code Update has finished this stageA revised text draft and zoning map have been prepared to update for 6 ordinances and several zone map amendments and annexation adopted since the last draft was published. The RA district was modified to reflect a consolidation of the current RS, R1, and R2 districts. A several month period of public outreach on the new draft will be held with a follow "deep dive" into identified topics to follow.

Phase 5: Supplemental Public Engagement (Fall 2024 - Spring 2025)
Building our Future Together - Development Code Update is currently at this stageIn Phase 5, a supplemental engagement plan will be drafted, adopted by the City Commission, and then carried out. Part 1 of engagement runs from Nov-Jan and is a reintroduction to the UDC and identifies topics to explore deeper during Part 2 of engagement. Part 2 runs from Feb-April and involves deep dives into the key topic areas. The information gathered will help refine the draft prior to public review and adoption processes.

- If a subdivision got approved for Preliminary Plat, and then UDC gets passed, then can the Final Plat be under NEW UDC, or vests back to City Code from Application Complete, for example?
- You mention building heights etc., and I am seeing several different terms such as wall plate height, story height. Will these definitions be clarified?
- If a site has easements within the frontage area that prohibits the percentage of built frontage listed for in the District Standard, B-2 for example, can relief be provided or clarified in the final code?
- Do you have consulting provisions for those boundaries between city and county property?
- Will Short Term Rental regulations change if residential zoning districts are changing?
- If we have more questions- who do we ask?
- What other code updates are in process or being planned for the future?
- Since the UDC project was delayed in fall 2023, what is the anticipated timeline for the review and adoption of the new code?
- Is the City going to start over on the UDC rewrite, or continue with the current draft of the code?
- Why doesn’t the UDC include provisions to require affordable housing in new developments?
- How will the new code regulate fraternities and sororities?
- Is the draft prohibiting construction of single detached homes or preventing subdivision for new single home lots?
